Puerto Rico Transportation Department Gives ACLU Records on Immigrant Driver Data Shared with ICE

- DTOP handed over immigrant driver data to ACLU as ordered by the Puerto Rico Supreme Court
- The data was initially requested by ICE in early 2025
- DTOP assured it was the only such request from ICE
Puerto Rico’s Transportation and Public Works Department (DTOP) on Wednesday handed over to the American Civil Liberties Union (ACLU) the request for information on immigrant drivers that the agency received early last year from U.S. Immigration and Customs Enforcement (ICE). DTOP Secretary Edwin González Montalvo said the agency supplied the table produced in response to the federal agency’s subpoena, "protecting information that could allow third parties to be identified."
The handover came after the Puerto Rico Supreme Court made final the order requiring DTOP to provide the documents it received from the federal government seeking immigrant drivers’ personal data. González Montalvo said in written statements that DTOP "fully complies with court rulings and reaffirms its commitment to the responsible handling of all information in its custody."
The ACLU had not responded to a request for reaction at publication time. The ACLU filed its lawsuit on October 1, 2025, after González Montalvo refused a public-records request from the organization. Homeland Security Investigations (HSI), part of ICE, revealed last June that it had requested information on immigrants with driver’s licenses at the start of Donald Trump’s second administration.
HSI San Juan director Rebecca González Ramos said then they were in constant communication with DTOP to continue the exchange of information. DTOP later confirmed it, saying its Legal Division responded to a subpoena that has not been made public. In February, the DTOP secretary concealed that any request existed, saying only that there was no collaboration agreement with ICE, though it later emerged that the data had been shared since January. DTOP says this was ICE’s only request.
