Para enmendar los incisos (2) y (3) del Artículo 22.02 y los incisos (c) y (d) del Artículo 23.08 de la Ley 22-2000, según enmendada, conocida como “Ley de Vehículos y Tránsito de Puerto Rico”, a los fines de prohibir la imposición de multas administrativas por transitar por un carril del sistema AutoExpreso sin balance suficiente en la cuenta; sustituir dichas multas por la notificación, facturación y cobro del peaje adeudado; disponer para la anotación y conciliación de la deuda de peaje, limitada a su importe, al momento de la renovación del permiso del vehículo de motor; reasignar al Estado el peso de la prueba en los procedimientos de revisión; disponer sobre la aplicación prospectiva de esta Ley; ordenar la reglamentación correspondiente; y para otros fines relacionados.
