Why isn't my municipality a row here?

These are districts named after a hub town, not municipalities, and LUMA doesn't publish which municipalities belong to each one — its filing with the Energy Bureau draws the boundaries as a map rather than a list, and the customer counts in it don't reconcile with this feed. The gap is real: right now the district called Ponce reports thousands of customers out while the municipality of Ponce reports no affected sectors at all. So we don't guess. Your town is in By town, counted in sectors — all LUMA gives at that level.
