Why isn't my town a row here?

These are districts named after a hub town, not towns themselves, and LUMA doesn't publish which towns belong to each one; its filing with the Energy Bureau draws the boundaries as a map rather than a list, and the customer counts in it don't reconcile with this feed. The two counts don't line up: a district can report thousands of customers out while the town it is named after reports no affected sectors at all. So we don't guess. Your town is in By town, counted in sectors (all LUMA gives at that level).
