LUMA Alleges Contract Cancellation Would Cost Puerto Rico $4.5 Billion

Updated Jun 23, 2026 · via Primera Hora

LUMA Energy has counter-sued the Government of Puerto Rico after Judge Laura Taylor Swain's decision to send the cases back to local courts. LUMA claims that the government's demands to cancel the contract would cost the people of Puerto Rico $4,500 million in damages and operational costs.

The company accuses the administration of acting in bad faith and with intentional malice, and alleges that the cancellation of the agreement would cause chaos in Puerto Rico and compromise the operation of the electrical system. LUMA also states that the termination of the contract would put the credibility of the administration at risk before the global private sector.

The company claims that its nearly 4,000 Puerto Rican employees have worked to raise the electrical grid 'against all odds' and that it will continue to defend its almost 1.5 million customers. This comes after Governor Jenniffer González promised to cancel the LUMA Energy contract during her election campaign, and her government presented two lawsuits against LUMA in December, seeking the cancellation of the contract and a transition plan.
