PR Elections Commission Rejects All Bids for New Electronic Vote-Counting System, Restarts Process

The Puerto Rico State Elections Commission (CEE) announced Monday via press release that it rejected all proposals submitted to acquire a new electronic vote-counting (escrutinio) system, because participating companies failed to meet certain mandatory requirements. The CEE's full board unanimously approved a resolution globally rejecting the proposals and authorized publication of a new Request for Proposals (RFP), set to be released Tuesday.

The effort is part of the commission's process to acquire new technological equipment ahead of the 2028 general elections. CEE President Jorge Rivera Rueda said the agency seeks a system that is "modern, secure and reliable," one that reduces the time needed for voter-machine interaction and speeds up the release of results after polls close.

In a written statement, Rivera Rueda said protecting democracy and strengthening voter confidence in electoral processes keeps the commission focused on presenting a modern, reliable, secure and efficient system. The resolution rejecting the proposals is publicly available for review on the CEE's website.
