Juan Ramón González Galarza, the legal adviser to Puerto Rico's Energy Czar, had a dual role in the island's controversial $5.8 billion power deal. His firm advises both P3A and the Puerto Rico Electric Power Authority (PREPA).

However, González Galarza did not disclose information to PREPA about problems with the Power Expectations contract. This dual role and lack of disclosure have raised concerns about potential conflicts of interest in the deal.
