The certificates, including a Port State Control report from September 20, confirm the vessel's technical and safety requirements for operating as a gas tanker in US ports.
However, the documents do not constitute explicit authorization for entry into the port of San Juan. The report explicitly states it should not be interpreted as a certificate of navigability or a permit for movement. This comes after Judge Silvia Carreño-Coll ordered NFE to provide the authorization, as the company had claimed the US Coast Guard authorized the vessel's entry without providing evidence.
The judge noted it is unclear if NFE sent a confirmation request to the Coast Guard or if the agency responded.
