Puerto Rico's Defensoría de las Personas con Impedimentos (DPI) has launched a modernized official website allowing people with disabilities to request guidance, manage services, and file complaints online for the first time. Defensor Fernando L. Díaz Rivera said the platform lets users begin a request from anywhere, regardless of municipality or ability to travel to DPI offices, aiming to speed up handling of possible rights violations.
The project, developed since January 2026 in partnership with the Puerto Rico Innovation and Technology Service (PRITS) at no direct cost to the agency, is available at www.dpi.pr.gov. It offers three forms: for general guidance, free training requests, and services related to possible rights violations requiring intercession or a formal complaint. The portal was built following international web accessibility guidelines and was evaluated and certified by blind programmer and digital accessibility specialist Manolo Álvarez.
Features include alternative text for images to support screen readers, compatibility with computers, tablets, and mobile phones, and a sign-language video explaining how to use the site. Díaz Rivera added that users can receive legal orientation from DPI attorneys, request the agency intervene directly with an entity, or report situations warranting an administrative procedure.
