Comptroller Faults Hacienda Over $45,385 in Improper Payments on Delayed ERP Accounting System

The Office of the Comptroller reported "delays" in implementing the Standardized Accounting System (ERP) at Puerto Rico’s Treasury Department (Hacienda). An audit covering July 5, 2018 to March 14, 2025 also found Hacienda made improper payments of $45,385 to the contractor in charge of the project. The system’s first phase has left several agencies with technical problems paying contract employees and suppliers who provide essential services.

The auditors wrote that incomplete implementation has limited access to integrated, timely financial information, made annual and quarterly financial reports harder to prepare and compromised government fiscal transparency. Nine years after the 2017 reimplementation began, and after a multimillion-dollar investment, the system has not been fully implemented. Public investment exceeds $63.9 million.

The Financial Oversight Board demanded a standardized accounting system in 2017 to centralize government financial data in one account and database at Hacienda. On July 7, the first phase, known as ÍntegraPR, was completed in 66 agencies. In July 2018, Hacienda awarded the contractor a $9,000,000 contract, including $8,220,000 for professional services and $780,000 for expense reimbursements.

The Comptroller does not name the company, but its contracts portal lists Deloitte Financial Advisory Service. Hacienda amended the contract three times, raising its value to $46 million with a $3,780,000 cap on expense reimbursements such as airfare, lodging and meals. Between May and September 2019, Hacienda reimbursed $3,431,199 in expenses claimed on 17 invoices.
