The average time to process a Consolidated Construction Permit fell from 107 days in 2024 to 62 days in 2026, a 42.1% reduction, Gov. Jenniffer González Colón said Wednesday at the annual convention of the Puerto Rico Builders Association, held at the Condado Vanderbilt hotel. "Every day we manage to cut from a process represents greater certainty for those who want to invest and greater capacity for projects to move from paper to construction and, eventually, to operation," she said.
The governor’s figures also show the average time to adjudicate Single Permits dropped from 91 to 12 days, and the time to process environmental recommendations fell from 167 to 70 days. González Colón tied those results to changes her administration is pushing in the permitting system. She said the new Planning and Permits Code, now under consideration in the Legislative Assembly, should clarify jurisdictions, standardize criteria, establish accountability mechanisms and balance economic development with environmental protection.
