In Puerto Rico, the Energy Bureau (Negociado de Energía) ordered LUMA to complete and submit technical studies within eight weeks to determine where and how 800 megawatts (MW) of temporary generation can be connected to the electrical system. The order comes in response to a generation deficit of 700 to 850 MW identified by LUMA, with a maximum demand of approximately 3,234 MW in August 2026.

LUMA must evaluate connection points in Aguirre, San Juan, Palo Seco, Costa Sur, and Sabana Llana, and identify alternative locations, including Cambalache, Yabucoa, and Mayagüez. The studies must be conducted independently of the process to contract temporary generation, and LUMA must provide detailed information on the capacity of each connection point, required works, and costs.

The Energy Bureau warned that non-compliance may result in administrative fines and other authorized sanctions.
