Puerto Rico Governor Jenniffer González Colón stated on Friday that she has not yet received the final text of the permit project approved by the Senate with the amendments introduced in the chamber. This comes after Senate President Thomas Rivera Schatz claimed that officials from La Fortaleza received documents related to the measure before its approval.

González Colón explained that she needs to examine the final version to determine if the changes incorporated during consideration in the Senate alter the intention of the original proposal. Rivera Schatz stated that the report, the substitute text, and the amendments were sent to officials from La Fortaleza and House of Representatives President Carlos "Johnny" Méndez Núñez on September 28, 2026, for review and comments.

The documents were sent to Thaís Reyes, legislative advisor to La Fortaleza; Carlos Rivera Justiniano, chief advisor to La Fortaleza; and Norma Burgos, Secretary of the Governorship. A second updated copy of the documents was sent to Méndez and Burgos on October 7. The Senate-approved project aims to establish a new legal framework for planning, regulation, permits, review, and oversight processes, and includes changes such as the elimination of a single permit for future requests and a system of declarations of use for permitted activities.
