Elderly Puerto Rico Couple Faces Nearly $5,000 Water Bill They Can’t Pay

Why this matters: For fixed-income older adults on the island, a disputed AAA billing spike can threaten the water service their home care depends on, with payment plans that exceed what small $25-a-cycle budgets can absorb.

An elderly couple in Puerto Rico fears losing its potable water service after receiving a water bill of nearly $5,000 that they cannot pay and say does not match their consumption. Doña Milagros, 77, is in a wheelchair and needs constant treatment for wounds on her legs; her husband Antonio, her main caregiver, also has health problems.

"I said, 'but how is this, Lord,'" he protested.

The two have been together for 55 years and hold to their faith in hopes their prayers are heard. Don Antonio said his bills have always been $23 to $25, but the Puerto Rico Aqueduct and Sewer Authority (AAA) billed them $4,999 for two months, citing June, when the water went out, and the drought through August.

"I said, 'but how is this, Lord,'" he protested. Despite the couple’s efforts with the AAA, they have not received a solution, and they said the agency offered them payment plans they cannot afford.
