Why this matters: Senate Bill 1096 would restructure Puerto Rico’s Judicial Branch, one of the island’s three constitutional branches of government, so how the House committee vets it matters to anyone who uses the island’s courts.

The Popular Democratic Party (PPD) spokesman in the Puerto Rico House of Representatives, Héctor Ferrer Santiago, questioned the lack of availability of José "Che" Pérez, chair of the House Legal Affairs Committee, to answer questions about Senate Bill 1096, which proposes a new Judicial Branch Law for Puerto Rico. Ferrer Santiago said he was concerned the legislator was not available to clarify questions about a bill under legislative consideration, particularly given its impact on the structure and functioning of one of the constitutional branches of government.

The best way to defend a measure as serious as this one is to face the questions and answer those that arise.

"Whoever chairs a committee has the responsibility to address questions, clear up doubts and offer information on the matters under their evaluation," the PPD spokesman said. He also insisted that the evaluation of legislative measures must be carried out with transparency, openness and accountability. "The best way to defend a measure as serious as this one is to face the questions and answer those that arise. If the measure is good and well grounded, it should be able to withstand any questioning," Ferrer Santiago said.
