Why this matters: Executive Branch employees can plan family time around three no-cost holidays and three vacation-charge days, but those with low vacation balances or Saturday duty schedules should check with their agency’s human resources office before the dates.

Puerto Rico Governor Jenniffer González Colón signed Executive Order 2026-055, declaring official holidays and granting days off to Executive Branch public employees while ordering agencies to keep essential services running. Under Article 2.05 of Law 26-2017, the days recognized as holidays with no charge to leave are Thanksgiving, Thursday, November 26, 2026; Christmas, Friday, December 25, 2026; and New Year’s Day, Friday, January 1, 2027.

As free days charged to vacation leave, employees get Friday, November 20; Wednesday, November 25; and Thursday, December 24 of this year. Additionally, Friday, November 27, 2026, and the period starting at noon on Thursday, December 31, 2026, are granted as holidays without charge to leave. The director of the Office of Administration and Transformation of Human Resources (OATRH), Lcdo. Facundo M. Di Mauro Vázquez, issued Special Memorandum 18-2026 with guidelines, telling agencies to review leave balances and communicate work plans.

Employees required to work on November 20 or 25 or December 24 will have regular workdays; those non-exempt employees who work during the granted no-leave-charge periods will receive compensatory time or overtime pay per Article 2.09 of Law 26-2017. Saturdays, November 28 and December 26, remain regular days for agencies with Saturday services. The measure covers Executive Branch agencies, instrumentalities and public corporations.
