  • The Government Ethics Office filed a complaint against former Medicinal Cannabis Regulatory Board inspector Adair Emilio Pérez Torres for representing a regulated company before his former agency during the law’s two-year ban.
  • On January 28, 2026, Pérez Torres appeared before the Board for Conceptos Corp., then went to Health Secretary Dr. Víctor Ramos over alleged delays, and on February 25, 2026 emailed a regulated company offering consulting services.
  • The OEG seeks the maximum fine per violation and retention of Pérez Torres’s funds in the Treasury Department, Retirement Board, AEELA and other public systems until sanctions are paid.

Why this matters: For an island cannabis industry built entirely on regulator licensing and inspections, an alleged insider-influence scheme touches the integrity of the permitting and certification pipeline that licensed businesses depend on.

Puerto Rico’s Government Ethics Office (OEG) has filed a complaint against Adair Emilio Pérez Torres, a former inspector of the Medicinal Cannabis Regulatory Board, alleging violations of Article 4.6(b) of Law 12012. Pérez Torres worked as an inspector from March 2021 to September 2025, performing duties equivalent to a career Department of Health inspector: overseeing cultivators, manufacturers and dispensaries, inspecting seizures and closures, conducting administrative investigations, verifying cannabis inventories and safety measures, confirming license proceedings, and issuing infraction notices.

According to the complaint, shortly after leaving the post he began working for and representing Conceptos Corp., a regulated medicinal cannabis company, before the same Board he previously regulated, despite the law’s two-year ban on former public servants representing private interests before their former agency. Conceptos Corp. submitted a 2025 application to certify as an authorized continuing education provider, listing Pérez Torres as Academic Director, Lead Instructor and Technical Instructor.

On January 28, 2026, he appeared before the Board, delivered documents, called inspectors, contacted the executive director and pressed for a swift decision. Weeks later he went to the office of Health Secretary Dr. Víctor Ramos claiming unacceptable delays, and on February 25, 2026 he emailed a regulated company offering consulting services, highlighting his former inspector experience.

The OEG calls the actions deliberate, repeated and aimed at improperly influencing the agency, and seeks the maximum fine per violation, plus retention of his accumulated funds in the Treasury Department, Retirement Board, AEELA and other public systems until sanctions are paid.
