  • Senator Juan Oscar Morales said 31 of 38 requested points on agency contracting went unanswered after the firing of former ADSEF administrator Blanca Medina Díaz.
  • One motion directs the Treasury Department to release tax records for three LAP Consulting employees, Luis Pedraza, Ramón Rodríguez Montalbán and Misael Pérez, who also register as working for ASSMCA.

Why this matters: The dispute centers on how the Family Department awarded contracts, including the Star Academy program and a contract given to Fundación SAMU after the secretary’s Spain trip, so it touches on public funds spent on social services for Puerto Rican families.

Puerto Rico’s Senate approved three motions Thursday related to its investigation of Family Secretary Suzanne Roig Fuertes, one of which gives her 48 hours to fully answer an information request or face a judicial process for contempt. The motions were introduced by Senator Juan Oscar Morales. Under the main motion, the Senate approved on October 1 a request seeking information about contracting and hiring processes and matters tied to the controversy following the firing of Blanca Medina Díaz, former administrator of the Socioeconomic Development Administration for the Family (ADSEF).

Morales said Roig Fuertes replied but incompletely: of 38 points requested, covering details such as how the agency handles proposal requests, 31 went unanswered. One motion directs the Treasury Department to deliver withholding certificates and informational returns for three LAP Consulting employees who also register as working for the Mental Health and Anti-Addiction Services Administration (ASSMCA): Luis Pedraza, Ramón Rodríguez Montalbán and Misael Pérez.

During Senate hearings into irregularities denounced by Medina Díaz, it emerged that LAP Consulting evaluated proposals for the Star Academy educational program; at least one company evaluated said it was not interested because it focused on environmental and gardening matters. The evaluation led to selecting NOLA Education, incorporated in Puerto Rico on the last day of a December trip Roig Fuertes made to Louisiana.

The third motion concerns two trips: one to Spain in September 2025 to reach collaboration agreements with the nonprofit Fundación SAMU, which later obtained a contract with the agency, and one to California in July 2026 for a conference on older adults. Roig Fuertes has five days to deliver information under that motion.
