Para enmendar la Sección 1 de la Ley Núm. 170 de 4 de mayo de 1949, según enmendada, conocida como “Ley para ordenar al Comisionado de Instrucción a dar Exámenes Especiales que justifiquen la concesión de un diploma equivalente al de escuela superior a aquellos adultos que por haber hecho sus estudios en condiciones adversas por cuestiones económicas y otras de ambiente, sus notas no alcanzaron promedio para proseguir estudios académicos, vocacionales o profesionales, o no tuvieron oportunidad de terminar sus estudios hasta obtener un diploma de Instrucción Secundaria”; con el fin de disponer los requisitos de disponibilidad para la concesión del examen de equivalencia de Escuela Superior; y para decretar otras disposiciones complementarias.
