Para ordenar a la Autoridad de Acueductos y Alcantarillados del Gobierno de Puerto Rico establecer y conceder un Crédito Automático General por Interrupción o Deficiencia del Servicio, equivalente al cien por ciento (100%) de la facturación aplicable a los abonados residenciales y comerciales ubicados en municipios, comunidades y sectores que hayan sido afectados por interrupciones prolongadas o recurrentes del servicio de agua potable, racionamiento, baja presión, ausencia de servicio, sequía, reducción en las fuentes de abasto, fallas técnicas, averías o deficiencias operacionales durante los pasados cuatro (4) meses; disponer que dicho crédito sea aplicado automáticamente por la Autoridad, sin necesidad de reclamación, solicitud o gestión individual por parte del abonado; establecer su aplicación retroactiva y prospectiva mientras persistan las condiciones que dieron lugar al crédito; establecer mecanismos para identificar las áreas y periodos cubiertos; y para otros fines relacionados.
