Energy Bureau Validates Corrected Contracts for Renewable Energy and Storage Projects

Updated Jun 27, 2026 · via El Nuevo Día

The Puerto Rico Energy Bureau (NEPR) has ratified the approval of 11 solar photovoltaic generation projects and 11 energy storage projects after determining that revised contracts comply with regulatory guidelines. The action comes after the Puerto Rico Electric Power Authority (AEE) and 'Proponent No. 3' submitted revised versions of the Power Purchase and Operating Agreements (PPOAs).

The NEPR had previously concluded that an earlier version of the contracts contained material changes that exceeded authorized modifications, ordering corrections before considering final approval. The decision reaffirms the approval of projects that aim to increase the capacity of renewable generation and storage in the electrical system, strengthen its reliability and resilience, and advance the fulfillment of Puerto Rico's energy policy.

Each project was evaluated independently to ensure compliance with applicable legal and regulatory requirements. As part of the approval, the NEPR ordered the AEE to submit semi-annual reports starting in January 2027 to monitor project development and ensure continuous compliance with authorized cost parameters.
