The Oversight Board has demanded that Puerto Rico’s Energy Bureau and the Puerto Rico Electric Power Authority (PREPA; AEE in Spanish) explain why they have not submitted all the renewable energy and storage contracts that resulted from an accelerated evaluation process launched more than a year ago. In a letter sent Monday to Energy Bureau president Edison Avilés Deliz, bureau engineering director Miguel Tulla De La Torre, and PREPA interim executive director Fernando Osorio Cano, Board executive director Robert F. Mujica said the Board needs all the contracts to evaluate the process as a whole, noting that nearly 11 months after PREPA submitted its evaluation report, the Board still had not received all proposed contracts.
The Board listed three pending storage agreements totaling 759 megawatts: the Coquí Power Portfolio (11 projects, 599 MW), submitted June 1 and resubmitted June 29; Xzerta-Tec Solar I (60 MW), submitted June 5; and Yabucoa Energy (100 MW), which reached the Board on October 9, 102 days after Coquí’s. The projects stem from an accelerated process ordered by Governor Jenniffer González Colón through Executive Order OE-2025-047 of September 2025, to preserve eligibility for federal investment tax credits.
PREPA issued the request for proposals on October 1, 2025, and delivered its evaluation report to the Energy Bureau on November 13, 2025. The Board expedited approval of CK1 and Coquí Power Portfolio power purchase contracts on June 30 and July 3 so construction could start before July 4. According to PREPA itself, four contracts remain unsent.
The Board asked the Energy Bureau for a completion calendar and PREPA for the projects’ status and submission dates.
