Carlos Manuel Estefano Pino, a 67-year-old convicted felon, was arrested by the Department of Correction and Rehabilitation (DCR) in Barceloneta for being a suspect in the murder of nurse Jenniffer Marie Torres Castro. Estefano Pino was released from prison in 2018 after serving part of a 167-year sentence for murder, rape, sodomy, and robbery.
According to Samuel Silva Rosas, president of the Junta de Libertad Bajo Palabra (JLBP), Estefano Pino was complying with the requirements of his release and had not presented any problems until a complaint was filed against him. The JLBP issued an arrest warrant after learning of the new allegations.
Estefano Pino's case will now undergo a revocation process to evaluate whether his release privilege should be continued. The DCR had previously stated that Estefano Pino was released in 2023, but Silva Rosas clarified that his release was granted in 2018, before the implementation of Law 85, which shortened the terms for the JLBP to evaluate requests for release from prison.
