Representatives from the Partido Independentista Puertorriqueño (PIP) filed Project of the Chamber 1333 on Friday to limit the powers delegated by the governor and prohibit recent lobbyists from receiving high-impact powers in the executive branch. The measure was presented by Denis Márquez Lebrón, Adriana Gutiérrez Colón, and Nelie Lebrón Robles.
According to Márquez Lebrón, the proposal aims to define which functions can be delegated and which should remain in the hands of the governor or officials assigned specific responsibilities. The project proposes to repeal Law 104 of 1956 and replace it with the Law to Delimit the Delegable and Indelegable Powers of the Governor of Puerto Rico.
The proposal would limit delegations to administrative coordination, monitoring, and implementation of public policy functions. It would also prohibit delegating powers related to public contracting, appointments, personnel actions, budget administration, and any authority conferred by law to secretaries, administrators, executive directors, government boards, or other officials.
