Amazon has not yet completed the road improvements ordered by the Department of Transportation and Public Works (DTOP), a requirement for the e-commerce giant to open its first logistics and distribution center in Dorado, according to Lissette Lugo, subsecretary of the agency. The DTOP had requested these improvements as a condition for Amazon to operate in the area.
