The Justice Department has been referred a case involving payment for a pier in Vieques that was not installed. During three visits to the project site, no evidence of the total or partial installation of the pier was found.
Some pieces of the pier remained covered in weeds in a lot near the municipal headquarters, while others were in the custody of the contractor.
