Luxury Condo Project Opus Awaits Tax Incentive Decree

The luxury condominium project Opus in Miramar's Convention District is still awaiting a tax incentive decree, which would grant it multiple benefits, including a 15-year tax exemption and construction fee waivers. The project's construction continues as the Department of Economic Development and Commerce (DDEC) evaluates the owners' request for a special tax treatment under Law 60 of 2019.

According to documents, lobbying efforts by Politank, allegedly aided by its founder and Secretary of the Governor's Office, Francisco Domenech, have been ongoing since May 2025 to secure incentives for Opus. The project's owners modified their plans to include a condohotel to qualify for preferential treatment.

DDEC Secretary Carlos Ríos Pierluisi confirmed that Opus does not yet have an approved decree and its application is still under evaluation. Domenech, who is under investigation by the Office of the Special Independent Panel, has denied any wrongdoing.
