Ten Police Officers Promoted to Colonel and Lieutenant Colonel Ranks

Puerto Rico Governor Jenniffer González Colón and Police Superintendent Joseph González announced Friday the promotion of 10 officers to the ranks of colonel and lieutenant colonel. Four lieutenant colonels were promoted to colonel: Alba I. Díaz Torres, Guillermo Rivera Rosario, Gerardo H. Oliver Franco, and Jorge D. Luyando Pérez.

Six commanders were promoted to lieutenant colonel: Sharon E. Ruiz Rivera, José R. Arocho Vega, Ricardo de Jesús Martínez, Luis A. Hernández Aponte, Gaby Pérez Cintrón, and José J. Rodríguez Cintrón.

According to a press release, officers were selected through a competitive process run by a seven-member Promotions Board appointed by the superintendent, following procedures endorsed under the Agreement for the Sustainable Reform of the Police, with oversight from the Federal Monitor's Office. The board evaluated 17 candidates for lieutenant colonel and 10 for colonel, following the Promotions Protocol for Inspector to Colonel ranks to ensure fairness, transparency, and merit-based selection. Governor González Colón said the promotions reflect the government's commitment to the police, urging new colonels to care for their officers, continue serving the public, and remember their roots, including a night-shift reference. She also thanked officers' families for their support.
