The Fiscalía has presented charges against José Antonio Román Nazario, 53, for driving under the influence, causing serious bodily harm to an elderly person, reckless or negligent driving, and abandoning the accident scene, in violation of the Vehicle and Traffic Law. According to the investigation, 77-year-old pedestrian Luis Villanova Ramos was hit by a gray Nissan Versa while crossing the road in Ceiba on November 22, 2025, and later died from his injuries. The suspect was detained and found to have a blood alcohol level of 0.106%.
Judge Jerry Negrón Marín of the Fajardo Court of First Instance found cause for arrest on all charges and set a $7,500 bond. The defendant will remain free under electronic supervision. A preliminary hearing is scheduled for September 28.
The investigation was led by Agent Luis Murga Soto of the Fajardo Highway Patrol Division.
