Agriculture Secretary Irving Rodríguez Torres announced Thursday that the Financial Oversight and Management Board (JSF) approved releasing $33 million owed to farmers since the last fiscal year, which ended June 30. The debts cover wage subsidy incentives, payments owed to coffee suppliers and school cafeterias, and fertilizer and manure costs, he said at a press conference at La Fortaleza.
He acknowledged the funds are “so necessary for the agricultural sector” but noted it took months to secure the Board's approval for disbursement. The debts date to the October–December 2025 quarter, the second quarter of the fiscal year.
Rodríguez Torres said checks and direct deposits for that quarter's wage subsidy, totaling $2.7 million, have already gone out, and predicted remaining payments—including regional incentives and the third-quarter wage subsidy for January–March 2026—would be reflected in the coming weeks. He added that incentives and required payments for fiscal year 2026-2027 have not been paused and are running on their regular schedule since July, with farmers able to submit documentation through area agronomists, regional directors, or the central Incentive or Infrastructure program.
