Senator Ángel Toledo López of the Partido Nuevo Progresista has introduced a bill, Project of the Senate 1485, to allow the publication of judicial edicts and government regulatory notices in online newspapers, in addition to print publications. This move aims to prevent a monopoly by a single print newspaper in the island, following the announcement by GFR Media that El Nuevo Día and Primera Hora will cease print editions and become digital-only.
The bill would amend the Civil Procedure Rules of 2009 and the Uniform Administrative Procedure Law of the Government (Law 38-2017) to permit digital publication of edicts and notices. Toledo López stated that the goal is to prevent situations that may require later intervention by the Supreme Court due to inadequate notification, which is a constitutional requirement.
The senator also plans to include changes to the Municipal Code (Law 107-2020) to allow public auction announcements and proposal requests to be made in online newspapers.
