Governor Jenniffer González Colón signed Senate Bill 707, now Law 197-2026, which amends several provisions of the Real Property Registry Act to align them with Puerto Rico's 2020 Civil Code. Authored by Senator José Luis Dalmau Santiago, the measure amends nine articles of Law 210-2015 dealing with mortgage guarantees, the property and rights that may be mortgaged, judicial auctions, and procedures for establishing ownership of a property.
The governor said the law continues updating the legal framework so that rules governing property transactions are clear and consistent, giving greater certainty to the public and to professionals who work with these processes. She also signed other measures into law covering the safety of minors during sports activities, frontotemporal dementia, services for people with autism, artisan development, and the preservation of Puerto Rican culture.
Senate Bill 908, now Law 195-2026, establishes heat-safety measures for outdoor sports practice in schools and sports entities whose teams are made up of minors. It amends the Organic Act of the Department of Recreation and Sports to make compliance with heat-protection protocols mandatory, and requires the Department of Health to certify that employed or volunteer staff are trained to identify and manage heat-stress conditions and hold a basic first-aid course.
Senate Bill 1171, now Law 196-2026, declares the last week of each September "Frontotemporal Dementia Awareness Week in Puerto Rico," to promote education, early detection, and social understanding.
