Cataño Mayor-elect Hiram Torres Montalvo announced on Friday the group of professionals who will serve on the incoming committee for the municipal transition process, which begins Tuesday, October 6. The committee will be chaired by attorney Ana Quintero, a former prosecutor and former president of the Cataño Municipal Legislature. Gabriela Casañas Andrade will serve as executive director and handle the administrative and operational coordination of the process.
Manuel Díaz Saldaña, a former Secretary of the Treasury (Hacienda) who also served as Comptroller of Puerto Rico, will be part of the Incoming Transition Committee and will handle finance, budget, auditing and fiscal control. Former Hacienda Secretary Juan Zaragoza Gómez will participate as an adviser on finance, budget, revenue and tax matters. Both will contribute their experience to evaluate the municipality's fiscal situation and the obligations the new administration will inherit.
The first public hearing will take place Tuesday, October 6, starting at 9:00 a.m. at the Miguel Santiago Ocasio Convention Center in Cataño. During the transition, the municipal budget, revenues, pending obligations, audits and use of federal funds will be reviewed. The team will also examine contracts, litigation, purchasing and auction processes, the status of works and projects, municipal property, and human resources and labor relations matters.
