A supervisor with Puerto Rico's Administración de Familias y Niños (ADFAN) in the Humacao region faces an ethics complaint for the misuse of a debit card belonging to a deceased older adult. According to the complaint filed by the Oficina de Ética Gubernamental (OEG) on July 8, but made public only in recent days, Nixalis Cruz García blamed a cousin, identified as Raquel Cruz, for two transactions totaling more than $300 made with the dead man's card.
The complaint says her conduct 'constituted an improper use of the powers of her position' that gave her unauthorized access to and possession of the ATH card belonging to Mr. Rosa Burgos, and allowed a relative to use it for a benefit not permitted by law. Cruz García is charged with violating the Government Ethics Law by obtaining a direct or indirect benefit through her public office.
The document states that between April 2024 and September 15, 2024, Cruz García supervised employee María Cotto González, a social services technician assigned the case of older adult Ángel M. Rosa Burgos. Rosa Burgos died on August 10, 2024, and Cotto González handled the funeral arrangements using money he kept in his bank account. The expense reached $4,487.46, leaving a balance of $347.98. Cotto González notified the respondent of the remaining balance.
