The Puerto Rico Department of Transportation and Public Works (DTOP) has not implemented a law approved 10 years ago to establish a unique license plate system, due to concerns from the car sales sector. The Law Number 2 of 2016 aimed to simplify the transfer of vehicles between consumers and prevent the purchase of cars with prior fines or liens.
Maribel Rivera, auxiliary director of the Directoría de Servicios al Conductor (Disco), stated that entities such as the Asociación de Suscripción Conjunta, Asociación de Bancos, and the Policía de Puerto Rico opposed the implementation. Concerns included the integration of the unique license plates into the David Plus system, which contains vehicle registration records. However, Rivera explained that some concerns, such as the issue of prior fines being transferred with the vehicle, were resolved with the introduction of the digital marbete.
The DTOP has yet to implement the unique license plate system despite the resolution of some concerns.
