Why this matters: The alleged misuse of an ATH card in Arecibo puts a spotlight on the need for cardholders to monitor their accounts and report suspicious activity to prevent financial loss.

The Puerto Rico Police and the Department of Justice filed seven felony charges and one misdemeanor charge against William L. Alicea, 29, of Arecibo, for allegedly using a coworker’s ATH card to make multiple transactions. According to the investigation, which was led by Agent José Cabrera García under the supervision of Sergeant Ángel Pérez Rosario of the Arecibo area’s Cuerpo de Investigaciones Criminales (CIC), the incidents occurred on February 19 and 22, 2026.

Alicea allegedly made purchases, cash withdrawals, and money transfers totaling $8,979.36. Prosecutor Daysi Quintero Hernández ordered the charges, which include three counts of serious illegal appropriation, four counts of fraudulent use, possession, or transfer of electronic strip cards, and one lesser charge of illegal appropriation. Judge Alba Calderón Cestero of the Arecibo Tribunal found probable cause for arrest and set a $35,000 bond, which was deferred by the Pretrial Services Office (PSAJ). The case is set for a hearing on October 21, 2026.
