Rep. Víctor Parés Otero, chair of the House of Representatives’ Government Committee, said the investigation into the temporary generation contract will not close with its first report, which he expects to file in the coming weeks. Speaking on NotiUno 630’s Normando en la Mañana, he said the report is at "a fairly advanced stage." The committee posted investigation documents on the House website and is awaiting transcripts of the three hearings held, which the House secretary is double-checking.
The report will then be filed in the House and approved with its recommendations. Asked whether the investigation ends, he answered, "we are not closing the investigation," saying they will keep reviewing the large volume of data collected. The first report will include testimony from the three main witnesses: Energy czar Josué Colón; Osvaldo Carlo, president of the Independent Procurement Office (3PPO); and Mary Carmen Zapata, former executive director of the Puerto Rico Electric Power Authority (PREPA (AEE), or PREPA).
Parés Otero said he asked Colón to cancel the contract with Carlo’s company, which provides services to the 3PPO, and hopes he does. He said the company "failed, flopped" and did poor work on the temporary generation process, adding that Colón should find new people for more effective and transparent work. He said the investigation showed the intermediary’s performance "was not the most correct," and that a more transparent entity is needed, with those who award or recommend contracts being publicly known people who "are accountable."
