In Puerto Rico, the American Civil Liberties Union (ACLU) is considering filing federal and/or state lawsuits regarding the government’s actions after the Department of Transportation and Public Works (DTOP) shared data with U.S. Immigration and Customs Enforcement (ICE). Attorney Fermín Arraiza stated that the organization is evaluating legal action, which could include a lawsuit under the Federal Tort Claims Act, after DTOP finally sent the requested information, including a list of 6,321 individuals with largely redacted details, after a delay of one year and four months.
ACLU Executive Director Annette Martínez Orabona noted that the information was public, but DTOP provided a largely redacted list. Resident Commissioner Pablo José Hernández Rivera said the Governor and DTOP Secretary lied to the country and must take responsibility, adding that immigrants deserve justice and Puerto Rico deserves the truth. The ACLU filed a lawsuit on October 1, 2025, after DTOP Secretary Edwin González Montalvo refused to provide the information, and the Department of Transportation and Public Works submitted the information after several court orders and appeals.
