Aguada Mayor Refutes ACLU Claim That Municipal Police Joined ICE Raids

At a glance

  • Aguada Mayor Christian E. Cortés Feliciano denied on Wednesday that his municipal police joined ICE in unlawful arrests, as ACLU legal director Fermín Arraiza had alleged the day before.
  • Resident Commissioner Pablo José Hernández Rivera’s office said it has demanded explanations from federal authorities on ICE operations in Puerto Rico since January 2025.
  • Hernández Rivera opposed in June a Republican-backed proposal adding $70 billion to ICE and Customs and Border Protection without accountability measures.

Why this matters: For Puerto Rico’s immigrant communities, the dispute over whether Aguada police collaborate with ICE raids touches on trust in municipal police forces islandwide and on federal enforcement operations the resident commissioner has been challenging since January 2025.

"These assertions are false, and Mr. Arraiza should issue a proper clarification," the mayor said, adding that the town is not collaborating in such activities and does not know where Arraiza obtained the information, which was broadcast during the afternoon edition of 'Telenoticias’ (Channel 2). Separately, the office of Puerto Rico’s Resident Commissioner in Washington, Pablo José Hernández Rivera, said that since January 2025 it has demanded explanations from federal authorities about ICE operations in Puerto Rico through official correspondence and at public hearings.

"These assertions are false, and Mr. Arraiza should issue a proper clarification,"

Hernández Rivera cited his support for the 'Protecting Sensitive Locations Act' limiting operations at schools and churches, his denunciation of the Puerto Rico government’s disclosure of immigrants’ personal data, and co-sponsorship of the 'Dignity for Detained Immigrants Act', the 'Immigration Enforcement Staff Body Camera Accountability Act', and the 'No Secret Police Act'. In June, he also opposed a Republican-backed budget proposal to allocate an additional $70 billion to U.S. Immigration and Customs Enforcement (ICE) and Customs and Border Protection without accountability measures.
