  • The Oversight Board gave the Ports Authority until Monday to deliver NFEnergía’s full lease payment history for the Puerto Nuevo dock, plus 12 months of invoices and payment evidence.
  • The Board also wants to know if the lease was amended since July 2025, when it reviewed the NFEnergía-PREPA gas supply contract.
  • The San Juan Central’s units have run on diesel since the weekend amid the government’s dispute with New Fortress, and Genera PR said Monday it is arranging alternative gas suppliers at the 3PPO’s direction.

Why this matters: With the San Juan Central burning diesel since the weekend, the cost of keeping the grid’s key plant running and any unpaid dock-lease debt fall ultimately on ratepayers and public coffers.

The Oversight Board asked the Puerto Rico Ports Authority for the full payment history of NFEnergía, a subsidiary of New Fortress Energy, for its lease of the Puerto Nuevo dock in San Juan, where the company receives and processes the natural gas that supplies the San Juan Central plant. In a letter sent Friday to Ports Authority executive director Norberto Negrón Díaz, Board executive director Robert F. Mujica gave him until Monday to deliver the information.

The Board asked him to confirm whether all payments currently owed to the Ports Authority are current and up to date, to provide the complete billing and payment history since the first lease payment, and to send copies of invoices and payment evidence for the last 12 months. If any payments are outstanding, the Board wants the amount, the billing period, the original due date, the status of any disputed invoice, and any collection efforts or agreed payment plan.

It also wants to know whether the agreement has been amended since July 2025, when it requested a copy as part of its review of the natural gas supply contract between NFEnergía and the Puerto Rico Electric Power Authority (PREPA; AEE in Spanish). Copies went to Governor Jenniffer González Colón, public-private partnerships director and energy czar Josué Colón, Energy Bureau president Edison Avilés Deliz, Fernando Osorio Caño, and Independent Third-Party Procurement Office president Osvaldo Carlo Linares.

The demand comes amid the government’s dispute with New Fortress over gas supply to the San Juan Central, whose units have run on diesel since the weekend. Genera PR, another New Fortress subsidiary, said Monday it is managing alternative natural gas suppliers at the 3PPO’s direction.
