The Vega Baja Community Land Bank in Puerto Rico has completed its first property sale, a milestone in efforts to expand affordable housing and revitalize the town’s downtown. The property, identified as VB-84 at 23 José Julián Acosta Street, sold for $50,000 to local resident Luis A. Santiago Salcedo. The buyer must rehabilitate the home and offer it as affordable rental housing through the federal Section 8 program and/or under the U.S. Department of Housing and Urban Development’s Fair Market Rent guidelines for at least five years.
The one-story concrete house sits on a 187-square-meter lot with three bedrooms, one bathroom, a living room, dining room, kitchen, balcony and a separate service annex. It was sold as is, so the buyer covers all rehabilitation work. Mayor Marcos Cruz Molina called the sale an important step in turning unused properties into opportunities.
Land bank board chairman Kenneth Mitchel Nieves Rodríguez said it shows the ability to convert abandoned structures into housing. The property entered the inventory through the town’s Public Nuisance Property Management Program: the municipality acquired title through judicial expropriation formalized in July 2025, then transferred it to the land bank by deed in September 2025.
Before the sale, officials evaluated the property, held a public solicitation and reviewed buyers’ proposals. The Center for Habitat Reconstruction, represented by attorney Susana Pesquera, provided technical and legal help. No tenant has been identified yet.
A second property, VB-94 on Tulio Otero Street in the Pueblo ward, is under option, awaiting mortgage financing approval and Pronto Pa' Tu Casa assistance.
