Puerto Rico Governor Jenniffer González Colón created, through Executive Order 2026-054, an Interagency Technical Panel to coordinate the reconstruction, infrastructure and capital improvement projects of Bahía Urbana. The panel will harmonize schedules, designs and phases of the projects, expedite permits and authorizations, and identify in advance possible clashes between works, with the aim of avoiding duplicated efforts, delays and unnecessary expenses.

"With this panel we put the agencies to work under a coordinated plan so that Bahía Urbana’s projects advance in an orderly and efficient manner," the governor said. The body will be chaired by the executive director of the Convention Center District Authority and will include representatives of Ports, the Puerto Rico Aqueduct and Sewer Authority (AAA), PREPA (AEE), Housing, Transportation and Public Works, the mayor of San Juan and other related entities.

The order does not transfer funds or exempt the agencies from existing legal, environmental or permitting requirements.
