PREPA Seeks Regulatory Approval for Amended 20 MW Battery Storage Deal with EcoEléctrica in Peñuelas

Published Oct 22, 2026, 3:00 AM ASTvia Metro PR

Why this matters: For a grid that has struggled with reliability, the 20 MW battery at EcoEléctrica’s existing Peñuelas plant would add large-scale storage at an already-built generation site, though its cost remains confidential and approval from two regulators is still pending.

The Puerto Rico Electric Power Authority (PREPA (AEE), or PREPA) asked the Energy Bureau for approval of an amended agreement with EcoEléctrica BESS LLC to develop a 20-megawatt battery storage project in Peñuelas. In a filing on October 16, PREPA requested approval of the First Amendment and Restatement of EcoEléctrica’s Battery Energy Storage System (BESS) Standard Offer Agreement under LUMA Energy’s Accelerated Storage Addition (ASAP) Program.

It also asked that the amended contract stay confidential while the Energy Bureau and the Oversight Board (JSAF/FOMB) review it. The project is a four-hour, 20 MW battery installation at EcoEléctrica’s Peñuelas plant, one of several ASAP projects meant to speed storage by using existing generation sites. According to PREPA, the amendment revises insurance clauses, transfer-rate procedures, interconnection requirements, proven storage capacity and price parity tied to another agreement approved by the Energy Bureau.

Core commercial terms are unchanged: capacity payment, installed capacity, 20-year supply, early commercial operation incentives, liability, insurance and PREPA’s budget estimate. Cost, contract value and total investment were not disclosed because the filing is confidential, though sources estimate a similar project would cost about $20 million. ASAP began in April 2024; the Energy Bureau approved the concept in May 2024.

In January 2025 it approved a final proposal, and PREPA’s Governing Board approved it in April 2025. The Oversight Board issued an "Approved with Conditions" resolution on January 28, 2026, and PREPA and EcoEléctrica signed on April 7. On September 25, PREPA’s board adopted Resolution 5266 approving the revised contract.

PREPA argues confidentiality is protected under Puerto Rico law on governmental deliberative processes, since disclosure could interfere with review.
