A bill in Puerto Rico’s House of Representatives, House Bill 1578, titled the "Domes Beach Ecological Park Act," would turn the coastline of Domes Beach in Rincón into an ecological park combining marine and coastal ecosystem protection with surfing instruction and practice. Sponsored by representatives José Pérez Cordero and Odalys González González, the measure directs the Department of Natural and Environmental Resources (DRNA) to prepare a management plan, establish a maximum-protection zone and delimit a "Natural Aquatic Field" for training, educational programs and competitions.
The park would cover about 400 cuerdas, a land measure of about 0.97 acre, of Puerto Rico Electric Power Authority (PREPA (AEE); PREPA) land at the former BONUS experimental nuclear plant, which the DRNA secretary would have to secure through agreements with PREPA and the US Department of Energy. A reef core zone would extend half a nautical mile from the inner boundary of the maritime-terrestrial zone, with fishing, organism collection and recreational or commercial boating subject to evaluation.
The bill would create a Sports Training Center for Surfing, including bodyboard, windsurf and kitesurf, coordinated with the Department of Recreation and Sports. It assigns no funds, sets no deadline for the management plan, and states that no construction or reef alterations would be authorized. If approved, the law would take effect immediately.
