Why this matters: The canceled $84,600 contract, which became unpaid after the Office of Government Ethics withheld a waiver, involved work on the ERP system the OGP says it wants implemented without distraction, leaving the six-month support arrangement at an end.

Puerto Rico’s Office of Management and Budget (OGP) announced on Thursday that it canceled the contract of Itza García on Wednesday, November 4, 2026. The contract included services provided ad honorem, meaning without pay. The agency said that since September it had worked to secure her support "exclusively on matters related to the implementation of the ERP system," for a period of six months.

After evaluating the circumstances, OGP determined to rescind the contract immediately, a decision that took effect on November 4, 2026. The hiring was unpaid because the Office of Government Ethics did not grant a waiver to award her a contract for $84,600 and suggested she offer the services without compensation. In written statements, the agency said the decision "responds to the agency’s interest in continuing to work with the program in a coordinated manner and without distractions."
