Puerto Rico’s Office of Management and Budget (OGP) rescinded the ad honorem contract it had granted to Itza García to avoid "distractions" that could hinder the operation and implementation of the government’s enterprise resource planning (ERP) system, called Íntegra PR. "It was canceled to avoid distractions and to be able to continue with the project in some way, without any distraction," said OGP executive director Orlando Rivera Berríos.
"It was canceled to avoid distractions and to be able to continue with the project in some way, without any distraction," said OGP executive director Orlando Rivera Berríos.
The cancellation came two days after it became publicly known that García had returned to government under an ad honorem contract. García had been forced to resign her position alongside former Governance secretary Francisco Domenech after the Office of the Panel on the Independent Special Prosecutor reported that both are under investigation, following accusations by former Development and Commerce secretary Sebastián Negrón Reichard that they intervened in awarding contracts and decrees at that agency.
The Government Ethics Office (OEG) also filed a complaint this week alleging García violated the Government Ethics Law by intervening to favor Next Wave Solutions, LLC, owned by her domestic partner Luis Sánchez Andino. The contract, awarded October 27 and valid until April 13, 2027, remains in the Comptroller’s contract registry. García had been responsible, with the Treasury Department, for implementing the ERP, whose rollout has been marked by supplier payment failures and agencies unable to match accounts with invoices.
Rivera Berríos said García’s resignation caused disruption, noting four project managers in ten years failed to implement the system.
