LUMA's chief executive has warned that the average residential electricity customer could see monthly bills jump by $48 starting in October, a potential shock to household budgets across the island.

That warning lands alongside other signs of strain on Puerto Rico's public utilities and finances. AEE bondholders are separately claiming the utility wrongly withheld money owed to them for administrative expenses, adding another financial dispute to the power system's troubles. And at the water utility AAA, the chair of the Senate committee examining the agency says a $400,000 cloud-seeding contract is void, after officials acknowledged that employees had manipulated valves and skipped procurement steps required by law.

Puerto Rico's broader economic outlook is also weakening. The Planning Board now projects growth of just 0.3% in 2026 and 0.2% in 2027, below prior forecasts, a downgrade that comes as the Hospital Association warns that between 700,000 and 1 million Puerto Ricans could lose Medicaid coverage in 2027. Rising utility costs, a slowing economy and the threat of mass coverage loss point to mounting pressure on residents' finances and access to services in the years ahead, with the fate of electricity rates, the AAA contract, and Medicaid funding all still unresolved.
