The San Juan municipality, led by Miguel Romero, plans to expand the parking area in front of Escambrón beach to build a multi-story parking facility that can accommodate up to 950 vehicles. The proposal, contained in Project Ordinance 55, involves a contract with private company Smart Parking System without a public bidding process. The company would invest around $22 million in renovation and restoration and would be responsible for maintenance and administration.
The contract would grant the company a surface right for up to 60 years, renewable for an additional 30 years. Community group Escambrón Unido and urban planner Pedro Cardona Roig have denounced the plan, citing concerns about increased traffic and environmental impact. They argue that the current parking area, which accommodates around 250 units, is sufficient and that the expansion would harm the area's natural beauty.
The proposal is set to be considered by the San Juan Municipal Legislature on Tuesday.
