Is the Fiscal Board a Fourth Branch of Government? Study Points to Progressive Intervention Over the Legislature

A report by the League of Cities of Puerto Rico concludes that the Fiscal Oversight Board (JSF) has become a 'fourth branch of government' with more power than the Legislature. The JSF has a perfect record in court, having successfully challenged 10 laws signed by governors and objected to at least 18 extrajudicially, as well as 64 pending legislations.

This development comes a decade after the imposition of the JSF under the Promesa law. The report highlights the Board's progressive intervention in the legislative process, sparking concerns about its influence on the island's governance.
