Representative Calls for Investigation into Parole Board After Murder Convict's Release

Representative Ramón Torres Cruz has requested an investigation into the Parole Board's performance after a man, Carlos Manuel Estéfano Pino, who was released on parole, became a person of interest in the murder of a nurse in Caguas. Estéfano Pino, 67, has a history of violent crimes, including rape, sodomy, and murder, and was sentenced to 167 years in prison. Despite this, he was granted parole in 2018.

Torres Cruz reminded the president of the Government Commission, Víctor Parés, that a resolution to investigate the Parole Board was already approved on March 19, 2026. The resolution orders an exhaustive investigation into the board's functioning, including mechanisms for ensuring compliance with conditions and metrics used to evaluate rehabilitation. Estéfano Pino was convicted of rape and sodomy in 1980 and later accused of first-degree murder in 1991, for which he was sentenced to 99 years in prison.

He was granted parole in 2018, less than 21 years after beginning to serve his sentence for the murder.
