Puerto Rico Parole Board Says 577 Released Convicts 'Are Complying' Amid Scrutiny After Suspect's Arrest

Following the arrest of Carlos Estefano Pino—convicted of murder and now a suspect in the femicide of 36-year-old nurse Jenniffer Torres Castro in Caguas—four associate members of Puerto Rico's Parole Board (JLBP) recommended to the House of Representatives that rehabilitation programs and the lack of specialized staff reviewing prison-population referrals be reevaluated. The officials acknowledged the JLBP lacks a statistics division to measure compliance or recidivism rates, but insisted current parolees are complying with their adjustment plans. There are currently 577 convicts on parole, said JLBP associate member Ángel Rosendo Martínez.

The House Judiciary Committee, chaired by Rep. José "Che" Pérez Cordero, held a public hearing on House Resolution 139 to investigate current parole regulations and rehabilitation-tracking indicators. Estefano Pino was released on parole in 2018 after previously being paroled in 1989 for rape and sodomy convictions, then murdering a woman in Aguadilla, for which he was imprisoned until 2018; he is now facing revocation proceedings for violating conditions.

Officials reported 109 parole revocations from 2022 to 2026, with numbers declining from 71 in 2022 to 17 in 2025, though Rosendo Martínez noted revocations aren't always tied to new crimes—sometimes stemming from issues like losing housing.
